2. General information about the Authority and the public information at its disposal
2.1. Scope of work
It is founded by the Republic of Slovenia. The Government of the Republic of Slovenia shall exercise the founder's rights and obligations. The ZVKDS performs a public service in the field of protection of immovable and related movable and living cultural heritage. The functioning and organisation of the Institute is defined in the ZVKDS1 and the Decision on the establishment of the Public Institute of the Republic of Slovenia for the Protection of Cultural Heritage
Cultural heritage protection: the ZVKDS is responsible for the identification, evaluation, documentation and protection of Slovenia's cultural heritage.
Cultural heritage research: the ZVKDS conducts research on cultural heritage and cooperates with various professional and scientific institutions in its study.
Education and awareness-raising: the ZVKDS runs education programmes and raises public awareness of the importance and value of cultural heritage. This encourages a responsible attitude towards heritage and promotes its importance for the identity and cultural richness of society.
Cooperation with local communities: the SCCHR cooperates with local communities, municipalities and other stakeholders in the protection and management of cultural heritage. The aim is to create synergies between national and local levels and to preserve heritage at all levels.
Cultural heritage management: the ZVKDS participates in the planning and implementation of measures for the conservation and maintenance of cultural heritage at national and local level.
International cooperation: the ZVKDS cooperates with foreign institutions and organisations, exchanges knowledge and experience, and participates in international projects in the field of cultural heritage protection.

2.10. List of types of administrative, judicial and legislative procedures
2.10.1. Procedures
- The ZVKDS issues cultural protection conditions and consents for heritage interventions,
- keep records of research,
- issuing a decision on an archaeological site,
- order the owner of the monument to carry out certain measures to protect it.
2.10.2. Services
As a public service of the State, the Institute performs the following tasks within the Cultural Heritage Service:
- identify, document, study, evaluate, interpret and present to the public the immovable heritage and the movable and intangible heritage in the context of the protection of immovable heritage,
- participates in the preparation of the protection strategy and proposes measures to implement it,
- propose that the immovable heritage be entered in the register,
- draws up proposals for the designation of immovable monuments,
- analyses and evaluates space to show how heritage is valued in space,
- prepares material for guidelines and opinions in plan-making procedures,
- cooperate with and provide expert assistance to the public authorities in proceedings concerning presumed heirlooms,
- adopt a plan for carrying out preliminary surveys of the areas covered by the spatial planning acts,
- helps protect heritage in the event of armed conflict and against natural and other disasters,
- review conservation plans drawn up by other persons,
- works with site managers on the preparation of management plan proposals,
- issue opinions on the payment and amount of compensation for restricting the economic exploitation of monuments,
- draws up the technical basis for administrative procedures conducted by the Ministry,
- proposes to the Minister the adoption of by-laws,
- develops methods and standards for the conservation of immovable heritage and directs, coordinates and monitors their implementation,
- Ensuring and coordinating the training needs of staff in the field of the protection of immovable heritage,
- provide expert supervision of heritage and archaeological research,
- cooperate with the owners or possessors of immovable heritage sites and with other heritage users with an interest in the site, providing them with explanations, advice and guidance,
- runs heritage awareness programmes, internships and placements for educational programmes at different levels in its field,
- participates in the professional examinations for the protection of immovable heritage,
- carry out professional supervision of interventions in heritage sites; and
- contributes to the preparation of conservation plans and conservation plans for renovation.
The Institute performs the following tasks in the field of conservation and restoration as a national public service, within the framework of the Conservation Centre:
- guides and directs the development of the conservation and restoration profession,
- manage and carry out the preliminary surveys of the monuments referred to in the second indent of the second paragraph of Article 34 of this Law,
- prepares conservation plans for state-owned monuments,
- produces conservation and restoration project documentation for complex interventions,
- plans, manages and carries out complex conservation and restoration work on monuments and conservation and restoration work on state-owned monuments financed from the state budget for culture,
- contributes to the assessment and management of the physical condition of heritage and monuments,
- carries out research projects in the field of safeguarding, commissioned by the Ministry,
- cooperate with and provide expert assistance to the public authorities in proceedings concerning presumed heirlooms,
- provides documentation for conservation and restoration activities,
- runs traineeship and advanced training programmes,
- provides internships and other activities for conservation-restoration education programmes,
- develop public awareness of conservation and restoration activities; and
- manages immovable monuments owned by the State; and
- manage and carry out intervention conservation and restoration work on monuments that are urgent and require immediate action to prevent further major damage caused by natural or other disasters.
The Institute also carries out the following conservation-restoration tasks within the Centre, which are not financed from the state budget for culture:
- prepares conservation plans for monuments not owned by the State,
- manage and carry out the preliminary surveys of the monuments referred to in the second indent of the first paragraph of Article 34 of this Law,
- draw up conservation and restoration project documentation for interventions not falling under point 4 of the preceding paragraph,
- plan, manage and carry out conservation and restoration interventions that do not fall under point 5 of the previous paragraph,
- carries out research and other projects in the field of conservation, funded by contracts,
- training and lifelong learning programmes in the field of conservation and restoration; and
- manages immovable monuments not owned by the State.
The Institute performs the following tasks in the field of preventive archaeology within the Conservation Centre, as a national public service:
- conduct and carry out the preliminary archaeological investigations referred to in the first indent of the second paragraph of Article 34 and in the first, second and fifth indents of the third paragraph of Article 34 of this Law,
- methodological and infrastructural development in the field of archaeological research and post-excavation procedures,
- managing and carrying out preliminary archaeological surveys and post-excavation procedures for state-owned monuments financed from the state budget for culture,
- carries out research projects in the field of preventive archaeology on behalf of the Ministry,
- runs traineeship and advanced training programmes,
- carry out internships and other activities for educational programmes in preventive archaeology; and
- develops public awareness of preventive archaeology.
The Institute also carries out the following tasks in the field of preventive archaeology within the Centre, which are not financed from the state budget earmarked for culture:
- manage and carry out preliminary and other archaeological investigations and post-excavation processing of archaeological site archives, including publication, which do not fall under point 1 of the preceding paragraph,
- implement training programmes; and
- carries out research and other projects in its field, funded by contracts.
The Research Institute, within the Centre for Conservation, plans and implements research projects in the field of the conservation of immovable and associated movable heritage.
The Cultural Heritage Service and the Centre for Conservation carry out the public service according to the Institute's programme or on behalf of the Ministry.
The Minister gives his or her consent to the price list for the services provided by the Institute.
