Tasks of the Cultural Heritage Service
- to identify, document, study, evaluate and interpret immovable, movable and living heritage, and to present it to the public within the context of immovable heritage protection
- to participate in the drafting of a protection strategy and propose measures for its implementation
- to propose the entry of immovable heritage in the register
- to prepare proposals for the declaration of immovable monuments
- to analyse and assess space in order to display the value of heritage within that space
- to produce material for guidelines and opinions in procedures for the drafting of plans
- to cooperate with national authorities and provide them with professional assistance in procedures relating to the possible granting of heritage status
- to adopt a plan for the implementation of preliminary research into areas of spatial planning acts
- to participate in the protection of heritage in the event of armed conflict, and in protection against natural and other disasters
- to carry out an audit of conservation plans drawn up by others
- to cooperate with monument managers in the drafting of proposals for management plans
- to issue opinions on the level and payment of compensation for restrictions placed on the commercial use of monuments
- to carry out expert groundwork for administrative procedures conducted by the ministry responsible for cultural heritage protection ‘the Ministry’).
- to make proposals to the minister responsible for cultural heritage protection (‘the minister’) regarding the adoption of implementing legislation
- to formulate methods and standards for the preservation of immovable heritage, and to direct, coordinate and monitor their implementation
- to provide training and to coordinate education and training requirements for staff engaged in the protection of immovable heritage
- to carry out expert monitoring and supervision of preliminary research
- to cooperate with owners or holders of immovable monuments and with other users of heritage with an interest in an individual monument, and to provide them with explanations, advice and instructions
- to carry out programmes to develop awareness of heritage and provide internships and work experience for study courses of various levels relating to its field of activity
- to cooperate in the implementation of professional examinations in the field of immovable heritage protection
- to perform expert supervision of heritage work.
(2) On the basis of a public authorisation, the Institute also performs the following tasks:
- issues cultural heritage conditions and grants permission for heritage work
- keeps records of research
- issues decisions on archaeological sites
- orders monument owners to carry out specific monument protection measures.
